The Weddin Shire Drought Information Night was held at the Grenfell Bowling Club on Monday 25 February 2019 with approximately 150 residents in attendance.

The Member for Cootamundra the Hon Steph Cooke MP and James Cleaver from the Rural Resilience Program were in attendance and also assisted in the organisation of the event. A number of speakers from different organisations discussed what is available in terms of funding, assistance, counselling services and answered questions from community members.

John Beer from the Rural Financial Counselling Service, David Rothschild, Department Human Services, Anne Worrad the General Manager of Grenfell Community Health, Chad White from the Weddin Suicide Prevention Project, Sue Baxtor from On Farm Support, Phillip Diprose from Grenfell Men’s Shed and William Morrow from the Grenfell Food Hall all spoke in regards to the type of assistance they are able to offer.

It was an excellent night whereby attendees were able to know who to contact if assistance is required.

The Rural Financial Counselling Service NSW Central Region have advised that Financial Counsellor, John Beer is available to visit Grenfell. The Rural Financial Counselling Service provides free impartial and confidential services to farmers and small agricultural businesses. They also provide information and assistance with farm innovation funds, natural disaster assistance and can assist in helping clients with a better understanding of their financial position. Appointments are necessary and can be made on Ph 1800 940 404 or mobile 0408 973 723.

Central Tablelands Water (CTW) have recently implemented Level 2 Water Restrictions from 1 January 2019.

Level 2 restrictions consists on an “odds and evens” system under which watering of gardens and lawns is permitted only every second day between the times of 6am to 9pm, not with the use of fixed sprinklers.

All information pertaining to the requirements of Level 2 Water Restrictions are available on CTW’s website www.ctw.nsw.gov.au or by contacting the CTW administration office on Ph 6391 7200.

CTW will continue to closely monitor the inflows into Lake Rowlands and long term rainfall forecasts of the Bureau of Meteorology to determine when the restrictions can be removed.

Member for Cootamundra the Hon Steph Cooke MP has welcomed the National and Liberal Government’s investment in local agricultural businesses, following the announcement that the Farm Innovation Fund will be boosted to $1 billion.

Farmers will be eligible for low interest loans of up to $1 million to help identify and address risks to their farming enterprises, improve permanent farm infrastructure, ensure long-term productivity and sustainable land use and prepare for challenging seasonal conditions.

Key changes include:

An additional $5 million for emergency water supplies to ensure towns have access to safe and reliable water;
Increasing the amount farmers can claim on Drought Transport Subsidies from $30,000 to $40,000; and
An additional $2 million to connect people to support services through the Rural Resilience Program.

The NSW Government’s Business Bus will visit Grenfell to provide specialist advice to small business owners looking to become more productive and profitable. The Business Bus visits regional communities across NSW, connecting small businesses to their local Business Connect service and provides information and referrals to other programs and services for small businesses.

The Business Bus will visit Grenfell – 67 Main Street between 9am and 3pm, Tuesday 5 March 2019.

National Families Week will be held from the 15 - 21 May, 2019. The aim of National Families Week 2019 is to celebrate the vital role that families play in Australian society. The theme 'Stronger Families, Stronger Communities' has been embraced as an enduring theme for National Families Week as it encapsulates the important role families play as the central building blocks of our communities. Community wellbeing is enhanced by family wellbeing. National Families Week is a time to celebrate with your family, make contact with your extended family and friends, and share in the enjoyment of family activities within the wider community. Organisations, businesses and individuals are encouraged to celebrate National Families Week by planning and holding a National Families Week event. Council lodges an annual report in regards to food inspections undertaken within the Shire and has received positive feedback from the NSW Food Authority.

The Food Authority analysed the activity report data submitted by all Councils in NSW and decided upon 11 key measures to benchmark recommended practices and to compare each Council to their state-wide counterparts. An analysis of the data submitted by Weddin Shire Council shows that no areas of concern were identified which is a great achievement by our local businesses.

Council’s works program is continuing and the following works have been completed, are currently in progress or about to commence:

New Forbes Road strengthening and widening
Grading of Berendebba, Hancock, Flynns, Kangarooby, Thuddungra, Major West Roads and McCallisters and Scotts Lane
Firebreaks commenced and completed
Sucker control and table drain maintenance commenced on Sandy Creek Road
Medical Centre construction continuing

Emu Creek rehabilitation continuing
Roadside spraying program continuing
Caragabal Park upgrade works continuing

These works are all part of Councils works programme and are vital to ensure our assets are upgraded and maintained for the benefit of our residents.

There is certainly a lot happening in the next few months which is excellent as these events are very important to the economic and social fabric of our Shire.

The new exhibition at the Grenfell Art Gallery is a local exhibition by the Grenfell Community Art & Craft Group and will run from the 26th February, 2019 to 14th April, 2019.

The Grenfell Art Gallery is proud to showcase the recent works of our highly regarded local arts group. For many years they have been meeting at their Rose Street Rooms and enjoying friendship and art tuition.

This collection showcases their more recent works. These include still life, landscapes of local scenes in pastels, watercolours, acrylics and oils. Depending on the work in progress, there may also be some fine sketches and possibly charcoal works.

The Art Gallery is open Monday to Friday 10am - 4pm, Saturday 10am - 3pm & Sunday 10am -2pm.

ROADWORKS

Weddin Shire Council proposes to carry out road works on the Mid-Western Highway at the Greenethorpe Bumbaldry Road intersection with preliminary survey works to commenced on the 25^th February, 2019. The works involve the clearing of land for sight distance purposes followed by drainage structure widening and intersection widening to allow for the safe movement of heavy vehicles.

Council expects that roadworks will be completed by the 30^th June 2019 with speed restrictions and traffic control in place for the duration of the work. The works are subject to satisfactory weather conditions. Working hours will be between 7am and 6pm.

Possible delays may be experienced during the road works. Council apologises for any inconvenience and will endeavour to act as promptly as possible particularly if you need access to property gates throughout the worksite.

As previously advised a Drought Information Night is currently being arranged to be held at the Grenfell Bowling Club next Monday 25 February 2019 at 7.00pm. The Member for Cootamundra the Hon Steph Cooke MP and a representative from the Rural Resilience Program are working with Council to help organise this event. There will be a number of speakers from different organisations who will take the audience through what is available in terms of funding, assistance, counselling services and to answer any questions the community may have. Council conducted a Sale of Land for Overdue Rates at the Community Hub last Friday 15 February, 2019 which was very successful. The Hub was packed with approximately 60 people in attendance which ensured there was some spirited bidding. All of the blocks sold on the day which was an excellent result. Thank you to Peter Moffitt, Vanessa Gibson and their staff from Gordon Garling Moffitt, Danny Joyce, Rob Anderson and Geoff McClelland who were the joint selling agents and Lachlan Gibson and Graham Eppelstun from Council who all worked together to make the sale a great success.

The Member for Cootamundra the Hon Steph Cooke MP has advised landholders across NSW will start to receive their Local Land Services (LLS) rates notices in the mail this year and there will be a nil balance which is very good news for our rural residents. The NSW Government’s Drought Relief Package, announced in 2018, included a special waiver for LLS rates for this year providing welcome relief for drought impacted rural and regional landholders. Ms Cooke advised that while rates are a vital source of income for LLS - supporting the organisation’s biosecurity, emergency response and animal health work across NSW – it is important at this time to provide full support to landholders who are focusing on getting back on their feet following one of the worst droughts on record. The NSW Office for Veterans Affairs (OVA) have announced grants of up to $10,000 are available to support the repair and conservation of war memorials across New South Wales. The Community War Memorials Fund supports projects that seek to protect, conserve and repair war memorials. The program funds works that are in-line with best practice conservation and has previously supported projects such as conservation management plans for war memorials, the repair and restoration of honour rolls, arborist advice for war memorial avenues and conservation works to war memorial halls. Youth Week is fast approaching and will be held from 10-18 April 2019. This year, the NSW Youth Week theme is: Coming together to Connect, Share, Speak out, and Celebrate. The theme was decided by the NSW Youth Advisory Council 2018. To celebrate NSW Youth Week this year, the Office of the Advocate for Children and Young People (ACYP) is inviting young people between 12 and 24 years of age to enter the NSW Youth Week Design Competition. The winner will be presented with an award at the NSW Youth Week Forum at NSW Parliament House on Monday 8 April 2019. Designs can include drawings, paintings, photographs and digital illustrations. It’s not about being a good artist, it’s about young people showing us what inspires them. Young people in the Shire are encouraged to enter. Entries close Sunday 17 March 2019. LachLandcare has funding available to assist farmers to protect paddock trees and protect and enhance remnant box-gum woodland habitat for the threatened superb parrot and is seeking expressions of interest from landholders interested to participate in this program. Funding is available to:

• Fence-off paddock trees (living or dead) (single or small clump) with minimum area of 20m x 20m and planting of understorey species such as wattles, hopbushes and Bursaria (Blackthorn). Priority will be given to projects that fence off known or suitable Superb Parrot nest trees. Trees that are fenced must be within 50-100m of other trees (dead or alive) and/or woodland.

• Fence off existing box gum woodland habitat which allows strategic grazing management that improves overall habitat quality. Enhancement planting of understorey shrubs may be appropriate to improve condition.

Tuesday 29 January 2019 was a significant day for education in the Weddin Shire with the Assistant Minister for Skills the Hon Adam Marshall MP in conjunction with the Member for Cootamundra the Hon Steph Cooke MP officially opening a new, modern vocational education campus, called a Connected Learning Centre (CLC) in Grenfell.

The delivery of one of these innovative, next generation learning environments in Grenfell is absolutely terrific with students now able to experience digitally enabled facilities capable of reflecting real-world work and social environments. Students will also have access to a flexible learning and assessment model that will provide personalised and connected learning experiences, better access to teachers both on and off site, and the skills they need for real life jobs in regional communities. In addition to providing local students with access to a greater range of learning and course options, the CLCs are designed to be easily reorganised to suit a variety of community needs. This approach, supported by the NSW Government, will allow TAFE NSW to significantly enhance its service and presence across regional NSW, with a focus on communities where TAFE NSW doesn’t already have a presence or where out-dated facilities are not meeting the needs of students, employers and local communities.

In other good news on the same day Mr Marshall in conjunction with Ms Cooke also formally handed over land previously owned by TAFE which was purchased by the Grenfell Native Nursery to enable them to remain on their current site. This will give the nursery volunteers’ surety and peace of mind knowing they will be able to stay at their current location which is tremendous.

Australia Day celebrations were held on Saturday, 26 January, 2019 at Taylor Park in very hot weather conditions with a very good crowd in attendance.

The Australia Day Special Guest Zoe Naylor was very well received by the crowd and MC Peter Moffitt carried out his duties in a very articulate and efficient manner.

It was wonderful to recognise, acknowledge and reward our residents who give freely of their time to volunteer in our community which is very much part of the Australian way of life.

All of the award winners were congratulated and thanked for their contribution to the Weddin Shire Community during 2018.

In regards to the selection process Cr Mark Liebich, Cr Paul Best and myself who have in the past been part of the selection panel, declared conflicts of interest and did not participate in the selection process. Council, subsequently resolved to have three community representatives as members of the selection panel with a list of reserves selected by way of a ballot.

As part of the process it was also agreed that:

The representatives be prominent community members not known to have close personal relationships with the award nominees
Councillors present would put forward community representative nominations.
A ballot be conducted to rank the 7 community representative nominees.
The community representatives be approached in the order of ranking from the ballot until the quota of 3 had been filled.

This was undertaken to ensure the selection process was impartial and done in complete fairness to all persons and organisations nominated.

Weddin Shire Council has introduced the Snap Send Solve app. Snap Send Solve makes it easy for community members to contact Council to report on any issues faster and more efficiently.

Like all great ideas, Snap Send Solve was developed from a simple thought – “wouldn’t it be great if I could report this broken swing in the park through an app”.

The result has been a robust, user focused, mobile app that takes all the thinking out of reporting to local authorities. The premise was simple: the app works out where you are, who manages the incident within that particular area and then using a users own email address sends through relevant information such as location, incident type and any related image to the correct contact.

This is another technological innovation that Council is introducing to assist our organisation to become more efficient and effective in our operations and delivery of services.

The Royal Agricultural Society of NSW Foundation (RASF) is giving rural and regional NSW community organisations the chance to apply for kitchen cabinetry and appliances to create or upgrade a community kitchen.

The RASF Community Kitchen Grant is made up of benches and cabinetry as well as at least $10,000 worth of state of the art appliances and white goods from The Australian Women’s Weekly Theatre Kitchen at the Sydney Royal Easter Show.

Weddin Shire Council is introducing the Snap Send Solve app, which lets locals report issues without the need to come in and write up any paperwork. An inception meeting was held on 24 October 2018 with Council’s consultants to plan the actions for the review of the concept design and develop the program for the detailed design stage.

The Concept Design Review workshop was held on 5 December 2018 with Council’s design consultants, peer reviewers and state agencies. This workshop is required to ensure agency support for Councils program prior to detailed design commencing and any issues around process can be reviewed and endorsed.

Council has also submitted an application for funding by way of Expression of Interest to the Safe and Secure Water Program for the Grenfell Sewer Treatment Plant Redevelopment. This will now progress through the EOI assessment process and Council will be advised accordingly.

A neighbourhood meeting is planned in December to provide an update to the immediate landowners on the concept design and the next stage.

Building works are continuing at the site with internal painting completed, joinery installation commenced, vinyl flooring installed, kerb and gutter works commencing, services supply works commencing including internet, power and water.

To assist with supervision of children at the aquatic centre, Council has introduced a wrist banding policy procedure for all children under 5 years of age that enter the facility promoting Under 5 Keep’em alive!!

The lack of direct supervision by parents and carers which is a contributing factor in 70% of drownings in public pools, and staff not identifying the lack of parental supervision is seen as an issue.

Both Grenfell and Quandialla currently promote Keep watch in public pools which targets parents/carers to help them understand their responsibilities and dangers of leaving their children unattended.

This practise of wrist banding is now being introduced into a number of facilities to help identify those at higher risk and to make it easier for staff to enforce supervision requirements.

Cowra Aquatic Centre will be also introducing the same policy.

The system works in the following way

The facility will have the signage to support and promote the wrist band requiring all children 5 years and under to wear a red wrist band at all times within the centre.

The parents and guardians are to be within arm’s reach and actively in the water with these children.
This requirement becomes a condition of entry into the facility and it supports staff and encourages constant supervision.
If a member of the public refused to abide by the requirements of the facility, they will be asked to leave.
Bands will be provided at no cost to the user.

These children of high risk are identifiable at all times to staff and the general public.

The facility currently operates under the guidelines of Keep Watch @ Public Pools Policy.

Children under 10 years are not allowed entry unless under active supervision of a person 18 years. (some pools are 16yrs)
Children 0-5 years and non-swimmers a parent or guardian is required to be in the water and within arm’s reach at all times.
Children 6-10 and weak swimmers require constant active supervision.
Children 11-14 it is recommended that a parent check regularly on them.

Lifeguards are responsible for all patrons and is an important measure to support staff supervision within that high risk age group. This is another tool to promote, encourage and enforce active supervision to prevent a drowning within this centre.

The current exhibition at the Grenfell Art Gallery is "SEWN - A Textile Journey" by residents (artists, stitchers, sewists) of the Weddin Shire which will be on display from 27th November 2018 – 6th January, 2019.

Grenfell’s dedicated local artisans gather regularly to teach and learn the traditions of textile arts. Ancient methods such as English paper piecing, foundation piecing, needle turn applique, hand quilting, embroidery and wool felting are being combined with new techniques to construct the amazing pieces on show in the Art Gallery.

The Art Gallery is open Monday to Friday 10am - 4pm, Saturday 10am - 3pm & Sunday 10am -2pm.

The next film to be screened at the Grenfell Cinema will be “Miracle on 34^th Street” at 2pm Friday 21 December, 2018.

Council’s 2017/2018 Annual Report has been completed, adopted by Council and forwarded to the Office of Local Government. The continuation of the Integrated Planning and Reporting (IPR) process has seen Council take a more strategic approach to asset management and the provision of services to our residents. The Annual Report also reviews Council’s performance in regards to works and projects undertaken as per the 2017/2018 Operational Plan. These works and projects were derived from the 2017-2021 Delivery Program and prioritised by Council accordingly. It is very pleasing to report Council completed and made significant progress in regards to a number of projects and activities some of which are highlighted below:

Grenfell Health Hub/Medical Centre Development
Grenfell Main Street upgrade
Grenfell Sewerage Treatment Works Upgrade
Facilitate Aged Care Development

SH17 and SH6 construction and maintenance
Regional Roads upgrades
Local roads construction/maintenance

The completion and continuation of these projects as well as others outlined in the Annual Report is a credit to Councillors and staff. It is imperative that we continue to work as a team to achieve our strategic objectives that have been identified and prioritised as part of Council’s Integrated Planning and Reporting (IPR) process. The supplementary State of Environment Report and the 2017/2018 Financial Statements have been prepared as an Appendix to the Annual Report.

A major or integral component of Council’s 2017/2018 Annual Report are the 2017/2018 Annual Financial Statements. A representative from Council’s external auditors Mrs Katy Henry delivered a presentation in regards to the financial statements to Council and staff during the November Council meeting held on Thursday 15 November, 2018. Ms Henry confirmed that Council is in a very sound financial position and recognised that Council has undertaken various initiatives in regards to our financial resources to ensure Council is financially viable and sustainable in the long term.

Council’s works program is continuing and the following works have been completed, are currently in progress or about to commence:

New Forbes Road strengthening and widening
grading of Euraldrie, Hancock Flynns, Hancock Williams and Mittons Roads and Lynchs Lane
Emu Creek rehabilitation continuing
Industrial area subdivision electrical services completed
Industrial area subdivision communication conduit installed
Roadside spraying program continuing
Quandialla drainage works continuing
Caragabal Park upgrade works continuing

These works are all part of Councils works programme and are vital to ensure our assets are upgraded and maintained for the benefit of our residents.

Also a reminder that the Mobile Blood Service will be visiting Grenfell next Tuesday 4 December 2018 and will be stationed at Vaughn Park. Blood donations will be accepted from 10:00 am to 2:30 pm. The Australian Red Cross Blood Service encourages anyone who wishes to make a blood donation to:

The Independent Pricing and Regulatory Tribunal of NSW (IPART) has announced a 2.7% rate pegging limit for Councils for the 2019/2020 financial year. The rate peg is determined by IPART using the Local Government Cost Index (LGCI) with the main contributors to LGCI over the year ending September 2018 being:

increase of 2.4% in employee benefits and on-costs, measured by the ABS wage price

index for the NSW public sector

increase of 14.4% in electricity and street lighting charges, measured by the ABS

consumer price index for electricity costs – Sydney, and

increase of 2.4% in construction works – roads, drains, footpaths, kerbing, bridges costs,

measured by the ABS producer price index for roads and bridge construction – NSW.

The rate pegging limit of 2.7% is up from 2.3% for the 2018/2019 financial year which reflects the increase in the LGCI. It needs to be noted that the LGCI only reflects movements in underlying costs. It does not reflect increased costs arising from the need to expand services to meet growing demands or the need to increase infrastructure spending to address backlogs or growth. These needs are to be met by way of special rate variations (SRV) under the Local Government Act 1993 (the Act) which allows a Council to increase its general income by more than the rate peg.

In this regard the Independent Pricing and Regulatory Tribunal (IPART) has previously approved a special rate variation application from Council to increase our income above the rate peg from 1st July, 2015. Council subsequently received approval from IPART for four (4) consecutive increases of 6.4% in 2015/2016 and 7% in each year from 2016/2017 to 2018/2019 which all include the rate peg. This has been generating additional revenue which is assisting Council in funding the new Grenfell Aquatic Centre and Grenfell Medical Centre which are and will be great assets for our community. It has been previously illustrated that Weddin Shire rates have been historically much lower than surrounding Shires. If we were to remain financially sustainable or viable in the long term it was critical that we applied for and gained approval for this special rate variation. The decision to apply for a special rate variation was a very tough decision. However, the decision clearly demonstrates that Council is serious about our long term financial sustainability, upgrading our infrastructure assets such as our Aquatic and Medical Centres and remaining as Weddin Shire Council in the long term.

Residents are invited to join Central West Local Land Services staff and Mikla Lewis as they explore the native woodland of Dicks Bridge Travelling Stock Reserve (TSR) and learn about the plants and animals that make it their home.

TSRs are parcels of Crown land reserved for the use of travelling stock. These reserves line road corridors and contain a number of valuable native plants and animals. Dicks Bridge TSR is a great example of a Box-Gum Grassy Woodland – an Endangered Ecological Community (EEC). Dominant Tree species within this community include Grey Box (Eucalyptus microcarpa), Fuzzy Box (Eucalyptus conica) and Yellow Box (Eucalyptus melliadora).

Reserves such as these are often the last remaining examples of common woodlands, grasslands, shrublands and contain important habitat for wildlife such as mature hollow bearing trees, understory plants, fallen timber, native grasses and much more.

Aboriginal and European cultural heritage features are also commonly found within these reserves.

Weddin Shire’s Mayor Cr Mark Liebich on behalf of Council recently forwarded a letter to the Deputy Prime Minister and Member for Riverina the Hon Michael McCormack MP requesting that Weddin Shire be considered for the $1m funding under the Drought Communities Program (DCP).

The funding can be spent on locally identified projects aimed at stimulating the local economy and maintaining jobs. There are now 81 Councils eligible to receive funding under the program, including 40 in New South Wales, 22 in Queensland, 2 in Victoria and 17 in South Australia.

The western portion of the Weddin Shire particularly Caragabal and Quandialla areas are very dry with farmers not experiencing significant rain for an extended period of time which has resulted in crops dying and feed for cattle and sheep being non existent. The situation is quickly becoming dire particularly as water supplies are also drying up very quickly.

If granted the funding, Council could work with Central Tablelands Water to waive standpipe fees for farmers as well as investigate the upgrading of the Caragabal village water supply system. There are also a number of other capital projects that could be undertaken which would lift the spirits of the Caragabal and Quandialla communities during this very difficult time.

Council is currently awaiting a response from the Federal Government.

Farmers in the Riverina and Central West will now receive more support to resolve labour shortages with new changes to two visa programs.

The Nationals’ Member for Riverina, Deputy Prime Minister and Minister for Infrastructure, Transport and Regional Development Michael McCormack advised that the changes meant farmers would receive immediate support to help them reap the returns of their hard work. Mr McCormack also advised that agriculture was a critical industry which underpinned regional economies and empowering a flexible work-force to meet varied labour demands was critical to success.

The Working Holiday Maker (WHM) visa changes represented another pragmatic solution to address the problem of filling work-force shortages in the Australian farm sector. The Government will make a number of changes to the WHM visa program to target genuine workforce shortages in regional Australia without displacing Australian workers. It will also make a number of changes to the Seasonal Worker Program, making it easier for farmers to access workers for a longer period with less administration costs.

The Government wants Australians filling Australian jobs but when this isn’t possible action is needed to ensure farmers weren’t left high and dry. Minister for Immigration, Citizenship and Multicultural Affairs David Coleman said the changes to the WHM visa program would help resolve agricultural labour shortages in regional and rural Australia.

Friday the 2 November 2018 was a significant day for sport in the Weddin Shire with the Member for Cootamundra the Hon Steph Cooke MP attending Lawson Oval and officially announcing that Council’s grant funding application under Round 2 of the Stronger Country Communities Fund (SCCF) was successful with Council and community groups to receive $1.537 million as follows:

It was terrific that all the sporting clubs that received funding were represented at Lawson Oval wearing their club colours with representatives speaking on behalf of their sporting group and extending their appreciation and thanks to Steph and the State Government for the grant funding, as well as Council for their assistance with the grant funding application process.

This funding will be a real ‘game changer’ for sport in the Weddin Shire as it will enable us to upgrade our sports facilities to give every person in the Weddin Shire access to ‘State of the Art’ sporting facilities which will assist them in reaching their full potential in their chosen sport.

Weddin Shire Mayor Cr Mark Liebich on behalf of Council recently forwarded a letter to the member for Cootamundra the Hon Steph Cooke MP offering “in principle” support to Central Tablelands Water (CTW) County Council and the Caragabal community and district in advocating for funding to undertake a feasibility study to supply reliable potable water to Caragabal.

CTW currently provides quality potable water to 14 towns and villages servicing approximately 15,000 consumers in the local government areas of Blayney, Cabonne, Cowra, Bland and Weddin. CTW with financial support from the NSW Government commissioned a standalone potable water supply scheme at Quandialla in 2002. This Quandialla bore supply system provides potable water to over 200 residents and bulk supply to Williams Crossing Joint Users Association (rural scheme 20 connections).

The Quandialla bore site is approximately 20kms from the township of Caragabal. The current water licence held by CTW for the Quandialla bore has current spare capacity of approximately 200 megalitres per year.

The township of Caragabal which includes residents, a public school and businesses, relies on rainfall and an ageing non-potable water supply system operated and maintained by members of the Caragabal community. This non-potable supply is resourced through a small communal dam.

Weddin Shire Council also acknowledges the farming community of the Caragabal district and the requirement for a reliable secure quality water supply for domestic and stock needs. With yet another drought currently challenging this community and district, it is vital that a long term reliable water security solution is found.

In securing a reliable and secure water supply for the Caragabal community and district, it is understood that a full feasibility study needs to be undertaken. This will allow for all potential water supply options to the Caragabal area to be carefully considered.

Weddin Shire Council has urged the NSW Government to give favourable consideration to future funding of this important water security project.

In response to Councils letter the Member for Cootamundra the Hon Steph Cooke advised she recently met with the Minister for Regional Water, The Hon Nyall Blair MLC and understands that as a result of this meeting, the Minister’s Office has been in contact with CTW directly and it has been agreed that CTW will apply to the Safe and Secure Water Program for funding to undertake a feasibility study.

Riverina Nationals’ MP and Deputy Prime Minister the Hon Michael McCormack MP is urging community organisations in drought-affected regions to apply for funding through the Small Grants Program.

Mr McCormack advised the Liberal and Nationals’ Government is providing $15 million in the Regional Drought Communities Small Grants Program to support regional communities across Australia experiencing the devastating effects of the current drought.

Small grants will be available to not-for-profit community groups to deliver projects in drought-affected regions focusing on reducing social isolation, leadership development and skills training, social and educational participation, addressing disadvantage caused by the drought, reducing volunteer fatigue, building capacity and supporting local economic recovery or renewal.

This funding will support community-based activities to relieve current stressors and symptoms while also building capacity and resilience for the future.

The guidelines for the funding have been released with the first round of applications open on Friday 26 October, 2018.

The distribution of the $15 million grant will be managed by the Foundation for Rural and Regional Renewal (FRRR). Through the Tackling Tough Times Together program, the Foundation will operate a rolling small grants program to support drought affected regional communities. The Foundation will distribute the grants quickly across all states and territories to regions impacted by drought.

The Foundation will roadshow the Regional Drought Communities Small Grants Program through grant seeker workshops, regional meetings and discussions with community groups.

Council and Fairfax representatives met last Thursday 25 October, 2018 to work together to find a solution to the proposed closure of the Grenfell Record Office.

Fairfax representatives advised Council they are introducing a new mobile working model whereby staff will be working possibly one day a week from Cowra and the remainder of the week in Grenfell. Staff will be going out into the community to source news articles for the Grenfell Record which will still be issued twice a week.

Fairfax representatives have agreed to work with Council to find a suitable central site for residents to meet with the Grenfell Record staff on a regular basis.

As a result of these developments the public meeting scheduled for Friday 26 October, 2018 was cancelled.

The Federal Government has again delivered for drought affected communities by simplifying the Farm Household Allowance claim form.

The Hon Michael McCormack MP has advised the Government has cut the form by a third – reducing the number of questions from 110 to 73 and reducing it from 15 pages to 10. Critical eligibility questions are grouped together at the front of the form so applicants know more quickly if they are eligible for the allowance.

The Liberal and Nationals’ Government has already delivered an additional $1.8 billion in drought relief over recent months. Included in the $1.8 billion in drought assistance is extending the Drought Communities Programme which supports councils with a cash injection through projects such as local infrastructure and roadworks, injecting $5 million more into the Rural Financial Counselling Service, extending the Farm Household Allowance from three years to four years, increasing the farm assets test eligibility threshold for the allowance from $2.6 million to $5 million and paying supplementary lump sum payments of up to $12,000.

Mr McCormack is reminding farmers that Rural Financial Counsellors can help them fill out Farm Household Allowance claim forms and applications can also be submitted online or over the telephone.

A review is under way to make sure the Farm Household Allowance is effectively supporting farmers and to see if there are ways to improve it even further.

Member for Cootamundra Steph Cooke has encouraged fishing clubs across the Cootamundra electorate to apply for funding from the NSW Recreational Fishing Trust.

The grants are open to anyone, including fishing clubs and organisations, universities, councils, community groups, and individuals. This funding has the potential to make a real difference to our community, by supporting our local fishers and the businesses that rely on this fun, outdoor pastime.

Funding is being provided for projects such as recreational fishing education, fishing access and facilities, improving fish habitat, fisheries research and much more.

In past years projects that received funding included fishing platforms, fish cleaning facilities, fish stocking, fish aggregating devices, fishing workshops, the Fishcare Volunteer program and fish habitat rehabilitation.

Around $15 million is raised from the sale of recreational fishing licences each year, which is then re-invested back into projects that benefit recreational fishing. This grants program demonstrates the NSW Government’s ongoing support for the recreational fishing industry which adds about $3.4 billion to the State’s economy each year, and creates more than 14,000 full-time jobs.

Applications close on November 30, 2018, and joint applications, including those that combine freshwater and saltwater projects, are encouraged.

Central Tablelands Water have advised that at a meeting of Council held in Grenfell on 10 October 2018, Cr David Somerville, representing Blayney Shire Council as Chairman and Cr Kevin Walker, representing Cabonne Council, as Deputy Chairman were elected for the next 12 months.

Both Cr Somerville and Cr Walker are serving their fifth term as Chairman and Deputy Chairman respectively.

Council has recently been advised that the Grenfell Record Office will be closed and abandoned which could have disastrous consequences for the town with another business closing and the possible loss of jobs in the future.

The Grenfell Record staff were advised of the situation on Tuesday 18 October 2018 with the staff expected to work from home with office availability in Cowra one day per week. This will be a great inconvenience to advertisers, contributors, employees and local residents and is obviously not an ideal situation.

It is a serious concern as if the closure goes ahead it will see another business leave the Main Street and again it could also lead to the paper being published in Cowra full time which could ultimately lead to job losses locally which would not be good for the town or the employees involved.

Council considered the proposed closure at its October Council meeting whereby Council resolved as follows:

that Council:

vehemently object to Fairfax Media regarding the proposed closure of the Grenfell Record Office,
endeavour to arrange a meeting with Fairfax representatives with the Mayor Cr Liebich and Cr Diprose as Council representatives,

arrange a public meeting outside the Grenfell Record office building on Friday 26 October, 2018 at 11.00am protesting the proposed closure,

encourage local residents to write to Fairfax Media protesting the proposed decision.

The public meeting will be an opportunity for local residents to demonstrate that if the closure goes ahead it could have dire consequences for the business sector in Grenfell and Grenfell Record staff in the future.

As residents are aware a report on the Main Street Renewal project was submitted to the September Council meeting whereby Council resolved to refer the centre/parallel parking proposal to the Traffic Committee who subsequently resolved to recommend to Council that the proposal not be approved for the following reasons:

Does not meet minimum width requirements
Central road parking should be considered only in streets with little through movement and where all traffic moves slowly.
40kmph is considered too fast for central road parking in the Central Business District (CBD). Current speed zone is 50 kmph
10 kmph is not an option.

Council at its Planning and Development Committee Meeting held on the 15 October 2018 requested that a late report be submitted to Council on the options now available to Council. The report was submitted to the Council meeting on Thursday 18 October 2018 and indicated that pursuing refinements to the existing practice is financially, socially and economically not recommended.

The consultants then recommended that the centre/parallel parking option they recommended at the September Council Meeting be trialled as previously suggested. Council then considered the options available and resolved as follows:

“that Council:

proceed with the on-street trials and community consultation, as previously determined,
engage the Consultant team to work with Council staff and the Weddin Local Traffic Committee to incorporate community feedback and current design precedent successes elsewhere to finalise a concept for Grenfell.”

The trial period for the centre/parallel parking will commence in the near future together with community consultation to enable Council to receive feedback from the community in regards to the proposed parking which is part of the Main Street renewal project.

Residents are advised that a Mobile Service Centre will be visiting the Riverina and Central West this week and next which can help drought affected farmers complete the Farm Household Allowance claim form and assist with access to other Federal Government services.

Nick-named Golden Wattle, the bus provides critical information, assistance and support to rural and regional Australians.

A Farm Household Case Officer will be on board the bus to assist with claims and answer any questions relating to the Farm Household Allowance. There will also be a social worker on board and Central West farmers and their families who need assistance are encouraged to visit the bus for specialist support or advice.

Golden Wattle staff can also help with Centrelink claims, Medicare registrations and online services.

Mobile Service Centres provide Australians living in remote and regional communities with face-to-face access to customer service agents who can help them apply for benefits or resolve any claim issues over the counter.

You don’t need an appointment, and it’s a free service – so if you have a question or need assistance, make sure you come down and visit the team aboard Golden Wattle.

The construction of a new State-of-the-Art Grenfell Medical Centre/Health Hub is continuing and progressing well.

The construction which is one of a number of capital infrastructure projects Council has in progress will see a fit for purpose building including five consulting rooms, minor operations room, practice manager room, practice nurse room, medical meeting rooms, reception area, kitchen, storage facilities, office spaces and a dental services area with 2 consultation spaces developed. The Medical Centre will be of a very high standard and designed to serve the community well into the future. It will also include e-Health capacity with excellent digital integration facilitating collaboration and connectivity between the Health Hub, Grenfell MPS and the Orange Health Service. This modern facility will be a ‘game changer’ in attracting and retaining General Practitioners (GPs) and facilitating the delivery of health services to the residents of the Weddin Shire for many years into the future.

The operation of the centre is currently being considered and it is anticipated that a decision will be made by Council in the next few months.

As residents are aware Council has received grant funding of $8.81m under the Regional Water and Waste Water Backlog Program to upgrade the Grenfell Sewerage Treatment Plant. This approval was part of the NSW Government’s $110million Regional Water and Waste Water Backlog Program to ensure regional communities have the right infrastructure to build for the future. The Regional Water and Waste Water Backlog Program enables the construction of modern water and sewerage infrastructure and associated works to provide safe, secure and reliable water and sewerage services to communities.

In regards to the status of the project the concept design and Review of Environmental Factors (REF) have been completed with the detailed design currently in progress.

This is another exciting project Council is currently undertaking which will also upgrade our assets to ensure we remain sustainable in the future and continue to provide quality services to our residents.

The establishment of Service NSW is ensuring the services remain in the Weddin Shire which is terrific. The services remaining at the Council Chambers also enhances Council’s long term sustainability and will assist us to remain as Weddin Shire Council in the long term. Member for Cootamundra The Hon Steph Cooke MP has announced that around 170 tradies across the Cootamundra electorate will save $320,00 over 10 years by not having to renew their licenses every three years, as part of the NSW Government’s Better Business Reforms.

Ms Cooke advised it followed extensive public consultation with the renewal fees dropping from up to $605 every three years, to just a $51 processing fee for tradies to update their details every five years.

The licences that will become ongoing include decorating, painting, fencing, glazing, kitchen and bathroom benchtop installation, splashback installation, paving, shower screen installation, ducting/mechanical ventilation, shade sails and shade systems installation, dry plastering, wet plastering and minor maintenance/cleaning.

In May 2018, the Government consulted widely with industry and stakeholders, seeking ideas to remove unnecessary red tape and make it easier to start and stay in business in NSW. The outcome of this consultation will culminate in the Better Business Reforms – the biggest shakeup of NSW consumer law in more than three decades.

This is about getting back to basics, and putting money back in the hands of local businesses as when business is made easier, both traders and consumers are better off.

Minister for Better Regulation Matt Kean will introduce the Better Business Reforms, which also includes reforms to increase transparency for consumers, into Parliament later this month.

Work continues at Caragabal Park with the following now complete or in the final stages:

Concrete work for BBQ shelter and footpath have been completed
BBQ shelter has been constructed
Shade sails and poles have been installed
2x Timber slatted picnic tables have been ordered and will arrive in the next 7 weeks to be installed immediately upon delivery.
Double burner BBQ will arrive in the next 2 weeks ready for installation.

This will be a fantastic facility and will be an area where families can meet and conduct social functions which will certainly strengthen the social fabric of the Caragabal community.

The Weddin Aquatic Centre opened on Monday 1October for the 2018/2019 swimming season.

Council continues to focus on upgrading the pool at Quandialla with an upgrade of the filtration plant and sandblasting carried out in preparation for painting. It is envisaged that the Quandialla Pool will be open on 3 November 2018.

There has been a lot of work done recently in preparation for the opening of both pools which will certainly be appreciated by residents at both communities. As the weather warms up no doubt these venues will be very popular and it is hoped everyone has a very enjoyable and safe time in our pools this summer.

As residents are aware a report on the Main Street Renewal project was submitted to the September Council meeting whereby Council resolved as follows:

“that Council:

Refer the proposal to the Traffic Committee for confirmation of action.
request an extension of the milestone dates under the grant program.

urgently proceed with the Concept Evaluation and Community Consultation process for the Grenfell Main Street Draft Design Concept, as detailed in tasks 1 to 4 above, to enable a decision to be made by late October 2018 on the streetscape design and the program for its implementation, as the only technically viable and affordable option.

conduct public trials as per point 1 – 3 above, but modifying point 3 above to be at least 4 weeks if permissible, once authorised by the Traffic Committee.
undertake community consultation during the trial period as per point 4 above.”

As per the resolution, the Main Street Renewal Project was referred to the Traffic Committee meeting on Thursday, 4th October 2018 whereby the following recommendation was made:

“That Council not approve the central road parking and do investigations for other options for the following reasons:

Does not meet minimum width requirements
Central road parking should be considered only in streets with little through movement and where all traffic moves slowly.
40kmph is considered too fast for central road parking in the Central Business District (CBD). Current speed zone is 50 kmph
10 kmph is not an option”

Because of these constraints, the traffic committee did not authorise the trial period. It is now proposed to submit a further report to the October 2018 Council meeting whereby Council can consider its future direction in regards to the Main Street Upgrade.

Despite the recent beautiful rain around the Shire residents are reminded that NSW Government drought assistance is still available. Although very welcome, the rain isn’t going to change much for farmers in the short term. There will still be difficult decisions to be made now and in the future, so it is important that primary producers bear in mind the support which is available to them.

The NSW Government has recently announced it is making it easier for farmers and their families to access the Drought Assistance Fund and Drought Transport Subsidies by relaxing the gross off-farm asset test. The current criteria is being lifted from $1 million off-farm assets to $5 million, which means more farmers will now be eligible to access drought assistance.

In addition to amending the access criteria, the Government is also making it easier for farmers to get help completing and submitting drought support applications, with Local Land Services offices now providing this assistance. Farmers in the region can now visit their local LLS Office or Rural Financial Counsellor for assistance with preparing and submitting their applications for drought support.

In addition, the Rural Assistance Authority (RAA) is now open until 10pm weeknights, allowing farmers who have been out in the paddocks all day a greater opportunity to seek support.

These changes will ensure farmers can access the support they need and receive their subsidy payments as quickly as possible.

To further embrace new technology and increase efficiencies Council has purchased a Drone and its associated items including a GPS unit to upgrade the existing system to more modernised equipment. This will facilitate the capture of data more efficiently and economically.

These new techniques will be used in stock taking Council’s gravel pits, Bumbaldry intersection project, Bewleys Road and Mid-Western Highway upgrade near Brundah School area, asset inspections and other roads and projects allowing us to conduct works in a much more efficient and economical manner.

Council engaged the two local real estate agents to sell Council’s unwanted goods by auction which was held on Friday, 29th June 2018. There were 39 sale items for auction and all were sold.

The total amount raised was $26,781.38 which has been utilised to purchase the new Drone technology mentioned above.

The current exhibition at the Grenfell Art Gallery is "The Call of the Wild" by a group of creators in NSW called the Wilderists which is on display until 14 October 2018.

"Wilderism" n. represents artists that go into the wilderness to seek inspiration and connection to 'place' through direct experience. These artists then create from their heart without regard for accepted ways of creating but rather seek to develop through loose and energetic techniques the raw forces seen in nature itself.

Council’s Mayor Cr Liebich and Director Engineering Mr Raju Ranjit will be attending the Australian Local Government Association’s (ALGA) National Local Roads and Transport Congress in Alice Springs, Northern Territory from 20-22 November 2018.

The National Local Roads and Transport Congress theme this year is Connecting Transport Networks Now and into the Future which explores the future of transport mobility in Australia, the importance of working with all levels of government and the private sector to plan and deliver integrated infrastructure and exciting new innovations in the road and transport sector.

The Roads Congress is the platform for local government to stand up and be heard whereby attendance and active participation will help ALGA make the strongest case for local government roads and transport funding ahead of the next Federal Budget. The Congress is an opportunity for Councils to come together as a united force to develop and refine a coherent national case for improved investment in Local Government roads as well as in other transport infrastructure for which Local Government is responsible that impacts our communities. The Congress is the only national local government event devoted entirely to roads and transport. A key role of events like the Roads Congress is to help the ALGA Board to develop informed policies that positively impact communities across the country. These have recently included new funding for bridges, a longer term commitment to the Roads to Recovery program as well as a massive injection of extra funding for that program which Weddin Shire has benefitted from in recent years.

The Roads Congress will be an important opportunity to engage with the Government on how its policies will impact on the provision and maintenance of local roads as well as the broader infrastructure and transport agenda.

Residents are advised there will be a Business Essentials One-day interactive workshop held in Grenfell on Wednesday 17^th October 2018.

The workshop is focused on your business performance and is only $10 to attend (normally $500). The main areas covered in the workshop are:

Your annual tax return is next years management data and decision making fodder
If you simply file your tax return away each year, this is a MUST ATTEND Masterclass for you
Find measures to assess farm business performance e.g. Profit and Loss, Balance Sheet, Cash Flow, ‘KPI’ s

The event has over 120 registered riders which will certainly have an economic and social impact on our shire. On behalf of Council I would like to wish the Muster Committee all the very best with their event and trust the participants are having a very enjoyable time.

The current exhibition at the Grenfell Art Gallery is "The Call of the Wild" by a group of creators in NSW called the Wilderists which is on display until 14 October 2018.

The Art Gallery is open Monday to Friday 10am - 4pm, Saturday 10am - 3pm & Sunday 10am -2pm.

Council’s Mayor Cr Mark Liebich was re-elected unopposed at the Council meeting held on Thursday 20 September, 2018 for his seventh term. Cr Paul Best was elected Deputy Mayor for his third term as Deputy. Congratulations to Cr Liebich and Cr Best who are no doubt very keen to lead Council through the challenging times ahead as well as continuing various projects as detailed in Councils 2017-2021 Delivery Program. As well as the Mayoral elections Council delegates were appointed to various organisations. Community representatives were also appointed to committees under Sec 355 of the Local Government Act 1993, as detailed below:

Tourism – Warwick Crampton, Denise Yates and Alan Griffiths with Tina Cooper appointed as the village representative

The new 2018 Model Code of Conduct for Local Councils in NSW (the Model Code) and Procedures for the Administration of the Model Code of Conduct for Local Councils in NSW (Procedures) have been finalised and will soon be prescribed by the Local Government (General) Regulation 2005.

The Minister for Local Government has released the soon to be prescribed Model Code and Procedures for the information of councils, joint organisations and code of conduct practitioners. Copies of the new Model Code and Procedures are available on the Office of Local Government’s (OLG) website at www.olg.nsw.gov.au

Some of the requirements of the new Code of Conduct are as follows:

Mandatory reporting of all gifts regardless of value in the council gift register
Councillors prohibited from accessing information about matters they have pecuniary interests in unless it is otherwise publicly available
Suspensions for pecuniary interest breaches will count towards the “three strikes and you’re out” scheme introduced in 2015 where councillors face automatic disqualification when they are suspended three times for misconduct
Councillors must declare new interests more regularly in official returns of interest lodged with their Council
New standards relating to discrimination and harassment, bullying, work health and safety, use of social media, access to information and maintenance of Council records.

Councils and Joint Organisations cannot adopt the new Model Code and Procedures until they are prescribed as the legislative framework needs to be in place to support their adoption. OLG will provide more detailed guidance when the new Model Code and Procedures are prescribed.

In the meantime Council considered the new Model Code of Conduct at its September 2018 Council Meeting and resolved to engage Mr Glenn Inglis to undertake Code of Conduct training for Councillors as part of their professional development prior to the adoption of the new code.

With the Grenfell Aquatic Centre completed the Grenfell Medical Centre/Health Hub in progress as well as planning for the upgrade of the Grenfell Sewerage Treatment plant, the next major infrastructure upgrade on the Community Strategic Plan is the upgrade of Grenfell’s Main Street.

Council has been granted NSW Government funding of $768,982 under Round 1 of the Stronger Country Community Fund and is currently awaiting determination on its application for a further $1,200,000 grant – to assist with the Main Street upgrade.

Streetscape infrastructure improvements are proposed to provide direct functional benefits and character enhancement for the CBD, but will also be catalysts for delivering economic and social gains for the Shire and regional community. Notwithstanding the significance of such a program, the total budget likely to be available to Council for the project requires clear design priorities and budgetary discipline for ensuring an economic and sustainable outcome.

A summary of the key function and character features of the concept include:

footpath area and safety optimised by removing vehicle overhangs and exhaust gases
increased frequency of pedestrian (shorter)road crossings provided at central islands
vehicle speed reduced through narrow entrances to Main Street and car movement
central ninety-degree parking, extra wide bays (3m), along the full street length
parallel parking, standard size bays, along both kerb sides the length of Main Street
provision of ample numbers of disabled parking bays at optimum locations
incorporation of enhanced street tree planting pattern, kerb side and centrally
reservation of ample green islands and road crossing refuges as median features
flexible activity and events space incorporated in footpath extensions and median The proposal will be submitted to the Traffic Committee on Wednesday 3 October 2018 for endorsement prior to trials of this model being be undertaken in Main Street, allowing community use, appreciation and feedback on the Concept Design.Weddin Shire’s Council’s Digital Panel will also be circulated with similar information during the on-site trials and invited to try out the trial precincts in Main Street and make comment through the digital feedback process.
During the two on site trial periods the scheme will be on public display and community feedback sought on the proposal. The Consultation period will begin with a community presentation of the full Grenfell Main Street Renewal report and Draft Design Concept. That will be followed with a public display at the Council Chambers and in the Main Street (at the Hub) of the plans of the general Concept. This will include illustrations of the key details and dimensions to assist the communities understanding.
The concept aims to be most cost effective in consideration of the limited construction budget, and to maintain high car parking yields for peak usage periods, with increased disabled provisions. Overall the concept achieves this, with the added benefit of the return to pedestrian priority, with the existing wide footpath now safer, cleaner and enjoying more shade and opportunity for socialising, event pop-up or public art and interpretation installations.

At the conclusion of the trials and Community consultation process a summary report will be submitted to Council with a recommendation to Council on how to proceed with the Design Concept – in whole, in part or with some variation accommodating feedback from the community.

The National Farmers’ Federation (NFF) has welcomed the passing of legislation to extend the $20,000 “instant asset write-off” for another year.

“The instant asset write-off” is an effective way to assist farm businesses to build resilience by incentivising investment in farm equipment and machinery valued at $20,000 or less. At a time when farm business resilience is stretched to the limit managing drought, the measure is a sensible taxation reprieve for farmers.

The $20,000 write-off complements new accelerated depreciation measures announced as part of the Federal Government's drought support package. Under the measures, farmers can claim costs expended on fodder storage, such as silos and hay sheds, after one year as opposed to three.

The NFF will continue to call for taxation incentives to support farm businesses particularly through this terrible drought.
