Council News - 2 November 2016

A Doctor visited Grenfell last Friday in regards to providing GP services from the Weddin Street Medical Centre and has subsequently agreed to relocate to Grenfell. The Doctor will also provide VMO services to the Hospital and is planning to commence on Monday the 5 December 2016 which is great news.

It is planned to release more information when the legalities have been finalised.

As previously advised Councils ‘Fit for the Future’ (FFTF) proposal was resubmitted to the Office of Local Government by the due date of Friday, 29 July 2016.

The proposal was endorsed by Council at the July 2016 Council meeting prior to its submission. It was anticipated Council would be advised of the outcome of the reassessment by 30 September 2016 however at this stage we are still awaiting the outcome.

As residents are aware the Mid Lachlan Alliance (MLA) which is a long standing association of the Councils of Parkes, Forbes, Lachlan and Weddin was successful in receiving a $400,000 innovation grant to work together in a collaborative manner to obtain efficiencies and savings.

The State Government’s ‘Fit For the Future’ (FFTF) campaign has shone new light on the efficiency of Councils and although none of the MLA Councils were included in the recent mergers there is still a need for all Councils to embrace continuous improvement and be prepared to change to achieve and then sustain the benchmarks established in FFTF.         

The $4m Innovation Fund grant funding will help small Councils in regional NSW to develop new ways of working and improve their performance to benefit their communities.

The $400,000 funding has been provided by the State Government and each member Council has contributed $30,000 ($20,000 cash and $10,000 in kind). The MLA Councils have agreed that Weddin Shire Council is to lead the program, including the finances and the delivery contracts.

Funding has been approved for two Projects:

  1. To deliver a Fiscal Responsibility Action Plan (FRAP) ensuring that each of the Councils adopt sound financial principles, are fiscally responsible and meet the NSW Government’s Financially sustainable requirements, particularly in regard to submitted FFTF proposals and the new legislation set out in the recent Local Government Act, 1993 amendments. The outcome of this will assist the Government in determining challenges and opportunities for smaller Councils that are capable of being implemented in other organisations.
  2. Complete two comprehensive efficiency and service reviews on two of the Council’s largest recurrent operational programmes being Roads Infrastructure Maintenance and Parks and Gardens Infrastructure Maintenance.

Mr Stephen Sykes in conjunction with Mr Alan McCormack has been appointed as the Project Agent to manage the collaboration between Councils and deliver the campaign outcomes. It is critical that we can demonstrate that we can work together in a cost effective and efficient manner, which will assist Weddin Shire Council remain an independent standalone Council in the future.

As residents are also aware the Grenfell Sesquicentenary 150th anniversary celebrations were held over the long weekend from 1-3 October 2016 and were an outstanding success.

Various events have been held during the year and the final event of the Sesquicentenary Celebrations will be the Meet & Greek weekend to be held on the 18 - 20 November 2016.

The weekend will commence with a Meet & Greek Dinner on Friday night, 6.30pm at the Railway Hotel with the official welcome being held 10.30am Saturday morning at the Visitor Information Centre. After the official opening there will be a walk up the street with photos being taken of the original Greek shop owners and the current shop owners in front of their businesses. The festivities continue with a Dinner Dance on the Saturday night at the Grenfell Showground which should be a fantastic night. There will be a variety of Greek food, Greek drink and Greek music with the band ‘Paradise’ entertaining the crowd. The Dinner Dance starts at 6.30 and tickets are $45 which includes dinner and entertainment. With the very wet winter and dedication from volunteer and gardening enthusiast Anne Gault, Grenfell’s Iris Gardens are looking fantastic.

Situated in O’Brien Street it is well worth a visit to see the spectacular gardens in full bloom.

Nominations for the annual Weddin Shire Australia Day Awards are being invited this week and interested persons and organisations are invited to make nominations for the 2017 Awards within the categories detailed below:-

- Citizen of the Year

- Senior Citizen of the Year

- Community Event/Organisation of the Year

- Community Achievement Awards in any category.

- Achievement Award – each secondary and primary school in the Shire.

- HSC Academic Award – Henry Lawson High School

All of the co-ordinators positions were nearly filled and there is a strong possibility these vacancies will be filled in the near future which is a fantastic result.

The Art Gallery’s current exhibition is ‘Shades of Light’ which is an eclectic collection of photographs, photographic art and digital illustrations by Roslyn Elms, and hand painted porcelain by Elaine Dowd. The exhibition is on display until 20 November, 2016.

The Gallery’s opening hours are Monday to Friday 10am – 4pm, Saturday 10am to 3pm & Sunday 10am to 2pm.

The next film to be screened at the Grenfell Cinema will be “The Lady in the Van” at 2.00 pm, Wednesday 16 November 2016.
